The ERB Board, consisting of 1 representative of each member country (DK, LV, LT, PL, RU, SE), will constitute the Project Steering Committee, which will secure transnational ownership of the project, strong political support to its activities, and effective communication and reporting systems. Decisons made by the S.C. are based on a consensus. The Lead Partner (Association of Polish Communes) will exercise the overall control over daily management of the project through the Project Coordinator (Association employee) and his Assistant (subcontracted person), and Financial Controller (Association employee). Work Packages 1, 2 and 3 will be managed respectively by Marshals Office of Pomorskie (one employee as the WP Leader and one subcontracted Assistant), Klaipeda County Governors Office (one employee as the WP Leader and one subcontracted Assistant), and Regional Municipality of Bornholm (one employee as the WP Leader and one subcontracted Assistant).
The project has been divided into three work packages with the adoption of the following approach: WP1 is responsible for organising eight reference networks around 8 JTDP activities; WP2 takes up the role of delivering technical instruments and exchange models supporting the networks in their work; WP3 provides HR support to the reference networks. In order to achieve the goal of facilitation of the JTDP implementation WP1 must secure a suitable composition of the networks, which should consist of ERB politicians and staff, local and regional authorities? personnel, representatives of the private sector and NOG?s, and external experts representing national development strategies, and other projects of concern implemented in the BSR. In order to provide WP1 with technical assistance useful in the JTDP implementation WP2 must establish e-learning facility which will enable significant savings in the meeting and travel budgets in the regions and will also be used by WP3 while offering training and transfer of best practices within JTDP activities. WP2 will also set up Common Benchmarking Database providing more cohesion to local and regional spatial planning activities. In order to support WP1 with respect to developing quality projects supporting the JTDP implementation WP3 must provide training to the networks in the areas of EU policies and programmes, and project development and management.
WP3 will be responsible for the dissemination and promotion of the project output, in accordance with the ERB Information and Communication Strategy to be proposed by Seagull devERB Work Package 5. Seagull II will be initiated by the kick-off conference in Klaipeda, at which a number of guests will be hosted from around and outside of ERB. Similarly, the project will be completed with the closing conference to disseminate brochures, CD-Roms, reports and maps. The e-learning facility will not only serve as a communication tool for the ERB staff, but will also be promoted among other entities invloved in the cooperation around BSR. ERB website, extended with the benchmarking component, will be advertised by means of fliers and on relevant internet sites, as a professional tool for regions and institutions in the region. Project Coordinator will assist WP3 in its Communication Plan acting as the information centre for all the partners involved (Work Packages will deliver up-to-date information to the Coordinator, which then he will be responsible for putting on the separated page within the ERB website; a regular electronic newsletter will also be published). With the assistance from WP1, which will be managing the reference networks, the Project Coordinator will create a database of institutions and individuals whom he will send out newsletters and emails with links to the continuously updated website. |
